Author Compliance Policy

By submitting a manuscript to Senarai: Journal of Islamic Heritage and Civilization (the “Journal”), every author knowingly places the manuscript under the Journal’s exclusive editorial administration until it is published, rejected, formally withdrawn, or removed from the editorial workflow by an official decision. During that period, the Journal has authority to screen the manuscript, conduct peer review, require revision, perform copyediting, prepare metadata and layout, determine publication scheduling, and issue the final editorial decision. The manuscript must not be submitted to another journal while this authority remains in effect.

Submission constitutes the authors’ acknowledgement of the Journal’s policies and their obligation to respond to editorial communications, complete required revisions, participate in copyediting and proof review, provide accurate authorship and affiliation information, complete licensing and publication documents, and satisfy the applicable Article Processing Charge (“APC”) after acceptance. The corresponding author is responsible for coordinating these obligations with all co-authors. The Editor-in-Chief holds final authority over the manuscript and the application of this policy.

No sanction is imposed when a manuscript is rejected or while it remains under review and no review report or review-based decision has been issued. At that stage, the author may continue the process and await the Journal’s decision or formally request withdrawal. Any withdrawal request, administrative requirement, and applicable charge is governed exclusively by the Journal’s Plagiarism & Correction Policy.

After a review report, revision decision, or acceptance decision has been issued, the author must complete the required revision, copyediting, proof, documentation, licensing administration, metadata confirmation, and APC obligation within the stated period. An author who has received clear notice but deliberately fails to comply, request an extension, or provide a reasonable explanation is deemed to have committed deliberate administrative non-compliance. Non-response does not automatically cancel the editorial work already completed and does not automatically prevent publication.

When the manuscript remains academically acceptable, no major substantive revision is outstanding, and the Journal holds valid licensing and publication consent, the Journal will continue the publication process and publish the article. The Journal may complete non-substantive copyediting, formatting, reference standardization, metadata preparation, and production work without further author participation. The Journal must not invent data, change the central argument or conclusion, or resolve a missing ethical or legal requirement on behalf of the author. If such a substantive matter remains unresolved, the manuscript may be held or removed from the workflow by the Editor-in-Chief.

An article published because of deliberate administrative non-compliance must display the marker “ADMINISTRATIVE NON-COMPLIANCE NOTICE” immediately above or before the displayed article title on the article page and the first page of the published file. Immediately after the abstract, the Journal must publish a clear administrative disclaimer stating the Issue, the applicable requirement and Reason, the author’s response or non-response, the Editor-in-Chief’s determination, the Resolution adopted by the Journal, and the date and status of the matter. The scholarly title used for DOI registration and indexing remains unchanged, while the names and affiliations of all authors remain fully displayed.

Mandatory format for the published article. The notice, article information, and administrative disclaimer must appear in the following order. The original scholarly title, author names, affiliations, and abstract must remain visible and must not be replaced by the notice.

Before applying the notice, the Managing Editor must send an initial compliance notice and a final notice to the corresponding author and, when necessary, the co-authors. The notices must identify the outstanding obligation, deadline, and consequence of continued non-compliance. The Managing Editor records the communications and submits the matter to the Editor-in-Chief. The Editor-in-Chief determines whether non-compliance has been established and whether publication with the special notice will proceed. Administrative Staff implements the decision without changing its substance.

After the Editor-in-Chief issues the final determination, the Journal will send a Formal Notice of Objection to the official institutional address of each affiliation connected to the author found responsible. The notice must identify the manuscript or published article, the unfulfilled obligation, the applicable policy and deadline, the compliance notices already sent, the author’s response or non-response, the Editor-in-Chief’s final determination, the publication status, and the resolution required. The Journal will request written acknowledgement and may request the institution’s assistance in resolving the matter. A copy will be sent to the responsible author, and the Journal will retain the notice and proof of transmission in the official administrative record. The Formal Notice of Objection is an administrative notice and must not allege criminal conduct unless a competent authority has issued a final legal determination.

Publication with the notice does not cancel an outstanding APC, withdrawal charge, or other valid administrative obligation. All APC amounts, payment periods, waivers, reductions, sponsorship arrangements, and payment procedures are governed exclusively by the Journal’s Article Processing Charge Policy. The Journal may continue collection of the outstanding amount, require resolution before processing a future submission, and restrict new submissions by the responsible author for a defined period.

If the author later completes the obligation, the Journal will update the administrative disclaimer to state that the matter has been resolved and record the resolution date. An author may submit one written appeal within 30 calendar days by providing evidence of compliance, an approved arrangement, a factual error, a procedural failure, or another material circumstance. The Editor-in-Chief issues the final appeal decision.

Deliberate administrative non-compliance is an administrative finding. It must not be described as a criminal offence unless a competent authority has issued a final legal determination. The Journal will retain the applicable policies, notices, delivery records, author responses, decisions, payment records, and appeals as the official administrative record.
